Three things that decide a construction & municipal order

Buy the grade you can afford to lose. Jobsites destroy containers, and a $95 rinsed unit that gets reversed into is a different problem from a $320 food-grade one.

Steel bases and intact cages matter more than cleanliness, because the handling equipment is a telehandler on uneven ground rather than a pallet jack on concrete.

For ballast duty you do not need a valve at all. Fill with water, cap it, and buy the cheapest sound unit available.
